Residency Policy

The primary mission of the Grand County Public Library is to provide library facilities, services, staff and materials to meet the needs of Grand County residents.  According to Utah Code 9-7-505, the library “shall be free to the use of the inhabitants of the area taxed for the support of the library.”  A Grand County resident is any person who can provide proof of paying property taxes for the support of the Grand County Public Library.  Additionally, any resident of San Juan County who can provide proof of residing in an area serviced by the Moab zip code (84532) will be considered a resident.

Anyone not able to provide proof of the above will be considered a Non-Resident and subject to an annual fee as described in the Grand County Fee Ordinance.

Adopted by Grand County Public Library Board of Directors in December, 1999 and revised in January 2008 and October 2009.
